A Tale of Three School Districts
Once upon a time there were three school districts, two of the districts were right next to each other and one was a few miles away and they were all informed that they could get new federal funding to help them retain teachers.

But once the school districts got to see the numbers they got three very different stories. The three districts were the Aurora East, Oswego and Yorkville school districts, all were consolidated districts so they taught K-12. The federal funding numbers come from the Beacon News.

But lets look at some of the numbers. First the amount that the new funding will provide to each district.

Ok, you may think that seems logical the Aurora East district has to be bigger than the Oswego and Yorkville districts... Well not really.

(Financial numbers and student numbers come from the Interactive Illinois School Report Card at NIU)

Well how many students does each district have?
Oswego 15,002
Aurora E 12,767
Yorkville 5,054

So new federal money per student
Oswego $193
Aurora E $509
Yorkville $41

New federal money as a % of instructional expenditure per student the amount in () is the instructional expenditure per student

Oswego ($4,763) about 4%
Aurora E ($4,827) about 11%
Yorkville ($4,477) so about 1%

That's right Aurora East will get about 11% of what they spend on each student in instructional expenses and Yorkville gets about 1%.

Another way to think about it, about 2 netbooks (inexpensive laptops) per student in Aurora East vs. a textbook for each student in the Yorkville district.

Well this is supposed to pay to rehire teachers, so using the average teacher salary and multiplying by 1.5 (to include benefits) how many teachers will each district be able to re-hire/add.

The Oswego district has 20 schools ( so a bit less than 1.5 teachers per school) the Aurora district has 16 schools (so over 4 teachers per school), Yorkville has 9 schools so about a 1/3rd of a teacher for each school.


So it seems that Aurora East is getting a much better deal out of this than Oswego and Yorkville is really getting the short end of the stick.

In some ways it is even worse because of Quinn's transportation cuts will impact Oswego and Yorkville more the Aurora East district. The Aurora East district does not bus so it has a much lower transportation cost per student than the other two and it appears you can not use the federal money for transportation.

I don't think the "melting pot" analogy is a good one in today's global reality! We're more of a "salad", with each ingredient retaining its unique flavor while helping to contribute to the whole effect.

11:48 wants students to ignore or deny distinguishing characteristics; that's totally unrealistic and counter-productive. For example, in a choir there are sopranos, altos, tenors, and basses. Each singer is of equal value to the group, but each has a different range, timbre, and volume. Similarly, an African-American student and a Hispanic student have some different physical and cultural characteristics, but they participate together in the school "salad" while maintaining their pride in their individuality. This is NOT "narcissism", as 11:48 claims. It is a strength!

I see the Beacon has a article about Rivara named student board member. Why not just let Clayton hold the contest at Boys2men. He is out promoting the girls chapter this year. But she is the girlfriend of Sam Nunez a Boys2men. That why he needs a assistant to keep all his balls in the air.

So here we are in the THIRD week of school, and the EHS website is still lacking basic information we parents NEED and DESERVE to have! Teachers who are no longer working in D131 still have their phone & e-mail listed, while new teachers' contact info is nowhere to be found.

Oh, but the district has found plenty of time & money to produce and distribute "We Heart EA" yard signs.

The priorities of administrators in this district just plain STINK.

Salads are made up of different things, but do come together to make one thing-a salad. Once eaten it cannot become different componets again. No one is sayint that each person should not keep their ethinic backgoound, just do it at home or outside the schools. Classes such as history(one example) are for teaching what has happened and about the different cultures.

East parent sessions to review tests

AURORA -- East Aurora Superintendent Jerome Roberts announced a series of parents' meetings to address the district's recent test scores at a board meeting Tuesday night.

The goal of the meetings is to review the ISAT scores and to discuss school improvement plans, said district spokesman Clayton Muhammad. Lagging test scores have landed the district on the state's academic warning list.

"This is a necessity to us to make sure that our parents know that they're connected to the schools and the administration," Muhammad said.

The district will host a high school parent meeting at East Aurora High on Oct. 5, for elementary parents at Brady Elementary on Oct. 6 and for middle school parents on Oct. 7 at Simmons Middle School. All meetings will be at 6 p.m., and the Oct. 6 meeting will be conducted in Spanish.

"This gives the parents an opportunity to ask questions about school choice, our scores and services," Muhammad said.

Muhammad said that the meetings are a "face-to-face follow-up" to letters that were sent last week to parents whose children attend a school that has not made adequate yearly progress for three or more years and qualifies for free or reduced-price lunches. The letter informed parents that their children qualify for free tutoring.

Parents can find out more about the free tutoring programs at their school's open house or by returning form enclosed with the letter.

"When our parents walk out of there, they will have a good understanding of where we are academically as a district," Roberts said.

It sounds good on the surface. The true question will be, how much imput the community is given. Is this just a bunch of political talk or will the community actually have any say in the school improvement plans?

Based on their past decisions, I already have a good idea about the answer but I'll hold my tongue until things actually happen.

I would like to see the magnet school scores. Oh, that's right. There aren't any. The magnet school scores are split up among the middle schools so there aren't any scores tied to the magnet. Do they make AYP? We'll never know. If I was a parent that needed to decide if my child should go to the magnet or not, I would want to know how well they score. Is it worth sending my child over there? Hmmmmmm.

I would like to know also about the Magnet Program and how the scores are. It seems like they might be going in the right direction here but they give no proof. The administration talks about wanting to give the community proof that they are doing better than why not bring that out. The Administration should be singing praises about that like they do the other programs they talk about.

We only hear about our community relations and how well they are doing and not the programs in the schools and how well they are doing.

I would call the ROE but I know they will hide things just like this district. No accountability even in that. They all cover there own tracks. There will be some loop hole our they are following the fine line so everything is ok. They talk the talk but they don't walk the walk.

As usual this blog can destroy a good thing. There are no scores for the Magnet school those scores are transferred to the buildings and coded to the building that the child belongs to. I don't see other District going out of the way to explain test scores. I wonder if you will attend or just sit behind your computer and complain.

The magnet academy is shown on the website as though it is a district school (although, apparently it doesn't really exist). It even shows three principals (no assistants) of the program. One for elementary, one for middle and one for high school. The three of them combined collect $361,000.00 in salary to run a school that doesn't actually exist.

I especially liked the pictures of the Technology Lab on their main page. The Technology Labs used to be in all the middle schools and the high school where all our district students could benefit from them. Now they are exclusive to the Magnet Academy. I guess the thousands of students going through the other buildings aren't special enough for top of the line equipment.

It really is a shame the levels of depravity the administrators will sink to for their own benefit. Saving face for administration is the only thing that matters in 131.

Of coarse you fail to mention that Shelia Conrad is in charge of the entire high school. Ed Brouch runs O'Donnell and 500 other children. Ed Melichi is in charge of AMP, BAMP, CISA and TAPP.

Computer labs are in all the schools. Smart Board are being installed in every class room. Name another school district that has that. At district 131 we spent
our money wisely.

Must be someone who tried to kill the Magnet school 2 weeks before school last year.

The other districts have learned that the smart boards are just a learning tool and don't make students smarter. This is old technology and the other districts tried them out and still use them but found they didn't need them in every class room. No this district does not spend it's money wisely.

If the Magnet Program is so great and is listed on our Website why doesn't the district sumit it to ROE as a school? They can list it as a Magnet Program even if it is in the same building as the regular school.

Educators must ask themselves if the benefits of using SMART boards outweigh these drawbacks? One common complaint of K-12 educators who instruct via SMART boards is that users feel they get so wrapped up in the technical components they overlook classroom discipline. This is not to say students are climbing the walls and exiting through the windows, but educators feel they are unable to monitor students to see who is paying attention and who is not. While some teachers are extremely proficient in technology, others are not so technologically inclined. When such difficulties occur, teachers become frustrated as they must spend class time troubleshooting the problem, thus taking away from the learning environment.

In short, teachers must spend time outside of class getting familiar with this new technology; otherwise confusion prevails and students wander off task. It also may be a good idea to experiment with a more responsive class intially in case something goes wrong.

Whether or not anything is being "covered up", a considerable amount of truth (information) is being withheld from those who deserve to have it. Parents should be able to access contact information for their children's teachers. The community should be able to read minutes online for meetings that occurred more than a month ago.

Regardless of the community's intelligence (and I do agree that there are some stupid people out there), the fact is that our administration is dropping the ball YET AGAIN when it comes to keeping us updated with basic information.

You are right. No one does hold them accountable and use this blog for venting. Forget the fact that almost everyone has excuses for not going to a school board meeting. No one contacts Roberts, admins or the board to make them accountable. Their emails and phone #'s are available. Does not anyone remember when one points a finger that 3 are pointing back to them. Anyone can call and make a statement for Openline in the Beacon and write a letter to the editor. If one starts, then maybe more will do it. People in this community do have other options than going to school board meetings. Isn't ther teacher parent conferences anymore? How about voicing concers there? Again, no satifaction, call Openline or write a letter to the editor. If all else fails, call the local radio station and get something going. I do not feel like previewing this so for the ones who like to point out what is wrong, have at it.

East Aurora hiring community outreach worker

AURORA -- The East Aurora School District is interviewing candidates for a new position -- a community outreach facilitator, to serve under district spokesman Clayton Muhammad.

Muhammad said the district is interviewing five candidates for the position and hopes to hire someone in October. All five candidates are Aurora-based and one currently works in the district, he said. The candidate will be paid between $35,000 and $50,000, Muhammad said.

The board voted 6-1 to approve the position, with former board President Dee Weaver dissenting.

Board President Annette Johnson said the district needs a person to work on community outreach.

"Clayton's been so busy, and we're starting a mentoring program. We needed another person to work with that," Johnson said.

Johnson said students missed out on some mentoring and scholarship opportunities this year because so much is routed through Muhammad's office.

Weaver, however, said the board had little discussion about the position.

"I think our board needs to sit down and discuss the direction we're going in before we add another administrative position," Weaver said.
Work-time questioned
At an earlier meeting, Pat Lorance, a resident who frequently attends board meetings, questioned how the district distinguished the time Muhammad spends on his work at the district and his time as founder and director of Boys II Men, a leadership group for minority youth.

"I think the world of Clayton," Lorance said, but added that as the district adds more mentoring programs, she wanted to know if the administration is monitoring staff's hours.

"As far as work hours, I'm always working," Muhammad said. "Whether I was director of Boys II Men or not, this is a group we'd partner with. Period."

Lorance said the question was also prompted by the addition of the new community outreach facilitator position.

"The job description sounds basically the same," Lorance said.

Muhammad said it was necessary to hire an outreach facilitator because so many activities have been added to his job description since he started the position in 2004, including running two new mentoring programs this year.

Muhammad said the facilitator's role would be more community based, while he would focus more on news releases, working with media, public speaking and other activities.

"I don't want there to be a table in Aurora where decisions are made that East Aurora is not represented at," he said.

In a letter responding to Lorance's question, School Superintendent Jerome Roberts wrote that Muhammad held Boys II Men meetings on Sundays outside of district time, and Muhammad's district schedule goes far beyond the 40-hour work week. Muhammad is paid $91,000 per year.

"Many central office administrators hold leadership positions on boards, councils and committees throughout the city of Aurora," Roberts wrote. "This is supported and encouraged by board policy as it strengthens our district."

Muhammad said other districts, like Indian Prairie and Plainfield, have community outreach facilitators. The West Aurora and Oswego districts do not -- the responsibilities are combined with spokesman or other administrator duties.

I'd love to know what exactly Clayton really does for $91,000 a year and how it really benefits District 131.

Most press releases are written by the sponsor of the activity being publicized. Clayton simply proof reads them (probably done by a secretary) and forwards them to the Beacon.

The only times I see Clayton publicly, he is either on Jerome's shoulder with a camera around his neck (taking pictures of administrators and board members), shouting EEEEEE AAAAAAA at a podium or he is recruiting kids for Boys II Men. Mostly the later.

I guess recruiting for Boys II Men is taking up more of his time lately. He needs someone to do the job we are paying him $91,000 a year for.

I'm still trying to comprehend how this district can pay $91,000 a year to someone who is certified and qualified for nothing at all. It's a scandal and now it could be costing the tax payer $50,000 more.

It's beyond me how the district administration and board says we can afford this while last spring we were told the district could not afford any more paper for the copiers. We were not able to even copy worksheets for the education of the districts children.

I guess we don't have money to educate our kids but we do have enough to bolster the image of our administrators. These people should be ashamed of themselves. I'm sure they would be if they had any conscience whatsoever.

It's my understanding that Mr. Muhammad is a college graduate, and has a teaching certificate. He is definitely qualified for his position. And he has a strong work ethic, and serves as a positive role model for our students (many of whom lack male authority figures in their lives).

My concern is with administrators who are so paranoid that they prohibit teachers from speaking to the media, except through Clayton Muhammad's office. Ever since the band director fiasco in 2005, this district's administration has insisted that every tiny piece of news be routed through the "Office of Community Relations". Obviously, Mr. Muhammad is only one (very busy!) individual--so understandably he's overwhelmed with having to keep up with everything. But if teachers could give press releases, etc. directly to the media, maybe we wouldn't need an additional person to do community outreach.

And maybe we could use those thousands of dollars for much-needed classroom supplies.

Clayton did have a teaching certificate but did not take the additional courses that all teachers must to keep his certificate active. He is NOT certified in education. Go to the ISBE web site and see for yourself.

Wearing a suit does not make someone a good role model but running an illegal high school fraternity and promoting discrimination definately does make him a poor rolemodel. All of which has been well documented.

No one has said that Clayton doesn't work hard but the district should not be paying him to run an illegal fraternity. Running Boys II Men is not part of his District 131 job description and if it's interferring with his assigned job then he should show some class and step down.

There was an athletic director at Simmons last year who was also coaching baseball. There were instances where the two jobs conflicted and he was not doing an excellent job at both. The district stood up and gave the man a choice between the two positions.

The district should be doing the same with Clayton. If running Boys II Men is interferring with Clayton doing his job, he should have to pick between the two. The district should not be spending $50,000 a year extra to cover Clayton's black A$$.

What if the jobs are not interfering?

You are all, AGAIN, assuming that the reason that a new person is being hired for the sole reason that Clayton runs Boys II Men at that there is some interference with the two positions.

What if the reason they are hiring a new person is because Clayton spends 120 hours a week working on district events, and in order to cut that down to maybe 75 to 90 hours, they are hiring a person to work an additional 40 hours and expand the impact on the district.

Just because you say there is a conflict, does not make it so.

If Clayton was working 120 hours a week on district business, he would have no time to run an illegal fraternity.

The truth is that many of us who actually work in the district see many of the things the man actually does. We see him locking himself in his office hiding his Boys II Men work, we see him going to the schools recruiting students and if he's doing it here, you know he's doing it in every district he brags about having his illegal fraternity in.

We see the conflicts on a regular basis and just because you come here to defend Clayton doesn't mean there isn't one.

I saw the man spend an entire day recuiting middle school students at Cowherd recently and have spoken to teachers at both of the other middle schools and the high school who said he did the same at their schools. In fact, the high school teachers I spoke with said he was there all the time.

There is a huge conflict and the hiring of this new position is just the latest and greatest proof of it.

It's a crock!!! He's running Boys II Men and it's being financed by District 131.

Maybe the corrupt administration is doing all it can to keep Mr. Muhammad happy because he knows "where the bodies are buried".

Meaning that he has plenty of information about why certain decisions have been made in the past. The saying goes that "a new broom sweeps clean"--and if someone were to come in to replace Mr. Muhammad, they might not be so willing to keep the bullies' secrets.

It is for sure Jerome needs to keep image in the Black community. So he now gave Clayton a helper to build his illegal program on the Districts dime.

Just one administrative mess after another that costs the taxpayers of this district. We have to pay to cover up for our administration. Clayton should be resigning to run Boys II Men and the district should be filling his position with someone who'll put District 131 first.

One thing was revealed though, we can find someone to do Clayton's job for between $35,000 and $50,000a year. We should not have been paying Clayton $91,000 a year for the past 7 years.

This will be Clayton's 2nd assistant. The first one was hired to take over the website duties that were to have been Clayton's.

If memory serves we had better well rounded press coverage from the previous PR, when we had a supt. who did his job. Now we have more employees on 5th Street and fewer children succeeding in school.
Doesn't matter how many personal stories get put in the news, the whole story is our admin has failed our teachers & students.

At Cowherd last spring Clayton took over a teachers classroom all day long. All day long, she looked for places to take her classes and what to do with the students when she found a place. They ended up in the gym, the library and the lunchroom. Needless to say, there was no learning going on in her classes that day.

It does show the administrators priorities. Having a mentoring program is more important than children receiving an education.

It's great for the administration. The mentoring program doesn't have any assessment to show if it is being successful. All the administration has to do is state it's going great and there is no official oversite.

The event was for rebuilding Aurora together a favorite charity of Clayton's. This is a program that the City runs. Of coarse the City and all the Mayors friends donate big time to BoysIIMen. So if the students had to wait to bad you don't understand Clayton's focus. Oh the price Roberts pays for someone to do his speaking. Here is the cold hard facts.

New Person $35,000 to 50,000

Remember they are all admin's and also get free insurance.

Just look at the job Ryan Ford does the Web-site is never updated, so do you think this new person will be any better supervised.

I tried to speak to the building administrators the day Clayton came to Cowherd. The administrators were trying to act political and not actually state anything publicly but it was clear to me that they did not approve of what was happening and were following orders from above.

I've never before seen a person who was hired to improve an organizations image who has done so much to destroy it. He has really been a black mark on District 131.

If you read Clayton's Bio years ago, he stated that he was a great teachers with flocks of students begging to be in his class.

However, his claims didn't hold water. He was only a teacher for about a year and only taught a special education class. How many students (or their parents) want their children to go to a special education class. It was ridiculous.

Clayton was horrible and that was about the time the serial bully was cleaning house with all the bad teachers. Clayton was one of them. He had a great personality and serial bully was having problems after firing a black personal director for the life of me, I can't remember her name. So serial bully hires Roberts and Clayton worried about facing equal opportunity charges. It was a great pr move because most of the horrible teachers were black or Hispanic.

While it's bad enough to have a private citizen spew racist crap, it's much worse to have a person in public life to do it.

This is a person in a position of authority and public trust. He is supposedly the public voice of this entire district and he was bragging about how his personal pet project was only for black and hispanic students.

I remember hearing about Brown Garbage Bag Parties that occurred in the fifties and sixties. All guests were met at the door of the party and if you were as dark as the bag or darker, you weren't allowed into the party.

I can only imagine Clayton sitting at the door saying, you aren't dark enough for my fraternity. You need to leave. Yes, my brother, you're dark enough, come right in.

It was vile then and it's even more so in this day and age. Clayton should have been fired long ago.

Roberts thinks its his way of showing the black community he supports them through Clayton The Board is afraid of the racist issue so they never say no. Meanwhile the kids are screwed of $91,000 worth of books or copy paper or two teachers or what ever you may feel is important.

The minutes for the August school board meetings have finally been posted.

And there seems to be a lot of racism going on here--on both sides. What is "a white man's life", anyway? Seems to me Dr. Roberts lives an honorable life (especially compared to his predecessor, "Serial Bully" Radakovich). Can't we get past those ugly stereotypes now that we're in the 21st century??

Just to set the record straight, the superintendent referred to here is NOT the serial bully (Radakovich), but Dr. Charles Ponquinette, who was one of the finest leaders in our district's history! Although Dr. Ponquinette had to deal with a lot of tragedy in his personal life he was truly an honorable man who made decisions in students' best interests.

I just wanted to remind my fellow bloggers that there have been (and still are) some GOOD administrators in D131.

I will remind everyone that Roberts is not a honerable man during his contract he lied to the Board members that he would move he never did. To understand a community you must live in it. As far as Clayton Boy2men is a good group but only for some and one is never sure how he spends his day. Clayton had never made a effort to work with the make-up of this District. At least 50% of the kids never get his help because they don't speak English. That is not good pr to me.
