Central Office new is after Wilson Morales husband of Lisa got into a argument and slapped a teacher he is now getting transferred to Waldo.

This happened under Popp and he did nothing just like with Glozabach. Anyone else would get fired. It is difficult to work in 131 with this corrupt enviroment.

Of course the board will do nothing. Popp could have changed the enviroment of 131 but three months on job shows his character. Even the serial bully did not have that bad of a start.

I seriously doubt that Wilson Morales slapped a teacher. If he had, that teacher would have grounds to sue for assault and battery.

It's possible that he had a verbal altercation with a teacher, but actually slapping? Highly unlikely.

I will not name names but he did and she slapped him as well. Not very professional for a administrator. Remember he left the grounds and struck a student as well although the student hit him also. He has a history anyone else would get fired but he is Lisa's husband. He will now get separated from the teacher by getting moved to Waldo.

The official reason for him being reassigned to Waldo is because he is bilingual.

Several D131 teachers are finding themselves transferred to different schools this year, mostly not their choice.

I don't know him well, have only seen him a few times (my grandson is at Simmons). I do notice that he talks with the kids before & after school instead of staying in the office. I like to see people give a full day's work for a day's pay, and I think he does that. I've heard that he has a temper and/or anger management issues but then so do others.

As far as comparing the blog to Ex-lax, I agree but it's a good thing. When my brother had cancer one of his medicines made him constipated. The doctor prescribed a stool softener, which made the "stuff" move along & out of his body. Ex-lax (blog) can be just what the body (district) needs.

If that had any truth Martinez and Rojas would have been hired not the last 11 administrators that have no Bilingual Skills. West Aurora found them more than qualified.

Indian Prarie still can't believe Aurora East was stupid enough to hir him and Thruchbrod. the reason Popp wants a new service center is to get out of the hood. So much for the promises made to residents that Aurora East would seek a diverse work force.

John Young is indeed bilingual. Matter of fact he speaks Spanish better than Wilson Morales.

You shouldn't make statements unless you know what you're talking about.

The district wants to have all central office staff under one roof. This is not a new idea, they've wanted this for the last couple years. They need a larger building to house all the SSC, ASC and CSC administration in one place. It makes sense. It has nothing to do with being in the hood.

It does make some sense to have Administration under one roof. There is a building on Fransworth that say D131 administration building what is in there?

I would like to see something from him and the BOE about the overcrowding in the schools though. Can the district only take care of one thing at a time and if so why have all the committees and Administration if they can only handle one thing at a time.

Did they just not remodel and buy the CSC so now they are moving out. If this is Mike Popps first move he is hopeless.

I don't know much about Mr. Morales but I do know the administration at Waldo is anti-teacher. They are trying to get rid of a couple of tenured teachers. They changed one's teaching area and took away the extra-curricular position of the other.

Morales continued to set teachers up at Simmons and will add to the poor culture at Waldo. This is not the building for him but it shows Popps leadership. Wilson will mistreat teachers right and left. His goal is to rid the district of teachers like the serial bully days. This will create enought chaos for three years and look like Popp is doing something. The board is well aware but says nothing.

In other news Jackie Gibson a relative of Hulls will get the Deans position at the Urban League. You heard it here first.

Saw the Urban League and Ray Hulls church Main Street Baptist in the paper today calling a white people racist. Maybe they should focus on their finances instead of asking the taxpayers to bail them out. I never heard until yesterday the Third Ward club did not allow minorities Did the Urban league ever apply. The East Aurora School District has used the baseball field for years rent free. the expectation was to clean up after often times they did not do that. The club wanted to support the kids. Social Clubs have been a part of the third ward for years never did we discriminate. if someone wanted to join they got accepted. I am very disappointed the Urban League would take that stance along with Hulls church.

Maybe a long time ago discrimination happened but to call use racist is right. I hope it is not true that the district will not support this racist organization. Not finding out what's going on is ignorance.

A call is out to boycott Hollywood Casino and eating establishments within the City of Aurora. Please go to restaurants in Montgomery.

What happened Tuesday proves we live in a dictatorship. False charges of racial discrimination can not be tolerated. Hitler needs to be stopped. The one circulating the race lies was none other than CLayton Muhammed.

The City could not prove one person was discriminated against. for the Urban League and Main Street Baptitst to join in is criminal.

The District is now considering a full time FOIA officer thanks to Ralph Padron. This position will take money away from classrooms just to pull paper work for Ralph.

He has costs the District tens of thousands of dollars in legal and office time. When is this madness going to stop?

This relates to his loss of free insurance for he and his wife. Now he is making the kids and taxpayers suffer.

Ralph has every right to FOIA things and if this district kept good records the wouldn't have to take so long. Employment records and resumes should be kept together in folders so all they would have to do is go there and copy. As for the bids they should be all together in a file for the projects that was done.

If Ralph finally prove how mismanaged this district is and the waste of money the BOE looks past it is worth every cent of his FOIA's. This is new to this district all the FOIA's people ask for no one did before. You should see some of the other districts FOIA acts and in fact some even post what was FOIA on there website so community members can see and if they had the idea of FOIA that information they could look on the website and no have to bother the district. Our district is forward thinking on this they still live in the past where they don't think the community needs to know.

The new budget process detailed in the paper will eliminate bids and openness in the way positions and money being spent. They are spinning it as planning it is more about hiding expenses. This type of budget will give Marty a free hand. You will not know he wasted money with friends. Four months of Popp shows the district is back to the Serial Bully days.

I have to agree with Taxpayer 3 on the FOIA issue. I have FOIA'd info from D131 in the past. They like to play games with what they give you. they pretend to not understand what you ask for, and give you info/ documents totally irrelevant to what was requested. When I notified them of their errors, they sent teeny bits of what I asked for, but not all in entirety. I would then notify them of their continued shortcoming, and would get more non-related documents or documents with nearly everything blackened out.

If the district would do as another suggested and put out the FOIA info for all to see and be more transparent there would be not problems. D131 School Boards for many years have helped admin hide their errors and deficiencies. When members of the community or Board members have tried to bring to light some of these things as R. Padron is doing now, the Board and/or admin attempt to make them look like the bad guy.

Sadly, it is a small minority of people who have cared enough to try to set things right. So they are easily discouraged with no support from the majority of the tax payers or families with children. This is why Ralph is a major thorn in their side. He is neither a EA taxpayer or parent, just a guy trying to point out the dirt he has found under the rug.....and this has many folks upset. He may get a little over zealous at times, but they have not discouraged him as quickly as they have others in the past. This makes me happy.

to the Social club protester- how can you ask us to hurt other business owners in the City of Aurora to supports a cause. The members of the social clubs should have spoken to their aldermen or all showed up at the city meeting. I didn't see any mention of those people coming together BEFORE the decision was made to voice their opinion.

Actually it's probably not Dr. Popp who would be able to facilitate putting meetings online. That would be the communications director for the district, Mr. Hanley (and I'm pretty sure he does read this blog at least occasionally).

My suggestion would be to post on the district's Facebook page and/or go to a school board meeting. Maybe phone calls to the central office, too...all are ways to "put a bug in someone's ear", as my grandma used to say. Posting on a blog is a start, but don't stop there!

You are a moron. Talking to Alderman is like talking to our Board nobody listens. There was no act of discrimination yet the Urban League made charges . The he East Aurora residents have been supporting them for years and they called us racist. It was up to the Alderman to get the name the discriminated person not just take the Urban Leagues word for it.

I am glad 131 pulled out but if they are renting and paying the mortgage the residents should protest.

I worked for the Urban League and was not paid for the last two months because they mismanaged the funds. All the workers did not get paid. Insurance was taken out but claims did not get paid due to a insurance cancelation. Now we learn the District is bailing them out again. We have all gone to the Department of Labor.

the article shows the district has no transparentcy. they will bury things in the budget like the trucks and ex will never know what they are doing. Tge story is that is how they are going to add some more administrative positions.
It also means Marty will not have to go out to bid. Youngerans will now have all the work they want without bids.

These are a return to the Radocovich days. Moreover it shows Tyler is from West and that how they do their budget it also proved the ran out of money.

1. Architect/Construction Manager Report –Mr. Craig Welter and Mr. David Binkley, Cordogan Clark & Assoc. reported on the following:

The Full Day Kindergarten Center is moving along. The new roof joists and decking have been installed. Metal studs are being installed in the existing building and the exterior brick is approximately 75% complete. Contractors will begin to run piping, conduit and ductwork throughout the addition. Contractors are meeting to determine in additional shifts and overtime will be needed to complete project on schedule.

Mr. Steve Sebby was introduced to the committee as a replacement for Mr. Scott McQuillan who has left Cordogan Clark & Assoc.

Capital Repairs/Maintenance has several projects that are in the process. Mechanical, Plumbing, Masonry and Roofing are all taking place at several locations. Documents are also being prepared by Cordogan Clark & Assoc. for project work that will take place during winter break.


High School Improvements project: Punch list work is being completed. The product used to level the old pool deck has failed. It is going to be removed and replaced and the necessary rubber athletic floor will be reinstalled prior to the start of the school year.

PART 2

District Capacity Study is ongoing.

Roof repairs have been completed at Allen and Dieterich. Projects at several other locations are still taking place, with roof leaks also being addressed.

1a. The Window replacement project at East High School was discussed and Mr. Feltes informed the committee that 3F Corporation would like to do the work in the fall after school hours and will honor the bid price that was presented in the amount of $634,700.00. This includes an alternate bid in the amount of $197,700.00 that includes the Art, Band and Music areas. Mr. Feltes informed the Committee that this project is a $250,000.00 matching grant from the State. The District has received the grant check in the amount of $250,000.00 and is asking the Board to approve the additional $134,700.00 from the 2014-15 year budget that will be needed to complete this project.

2. Mr. Feltes presented the 2014-15 revised B&G Committee Meeting schedule. Meetings have been changed from Thursday to Wednesday.

3. Mr. Feltes presented a proposal from Alarm Detection System for the installation of additional cameras at Simmons at the loading dock, exterior door 15 and the cafeteria along with a reader at Door 9 at Beaupre. Mr. Leonard stated that he agreed that the cameras were needed, however he did not agree to the monthly monitoring fee from ADS. Mr. Feltes will contact ADS to revise agreement without the monthly monitoring fees. Once the new agreement is received, the proposal will be presented to Finance for approval.

4. Mr. Leonard presented a proposal for B&G vehicles through the State Purchasing program. The proposal was for (4) 2015 Ford Super Duty Cab F250, (2 with plows and 2 without plows) in the amount of $100,180.00 and (3) Kubota RTV’s in the amount of $78,151.26. Ms. Turza inquired if these were additional vehicles or replacements. She also stated that it would be beneficial to see an explanation for the need on future proposals. Mr. Feltes explained that the trucks are replacement vehicles due to the current vehicles condition and mileage. The Kubota’s are new vehicles that will be housed at 3 central locations and will be utilized throughout the District to do walks. These vehicles will be funded from the 2014-15 budget. Committee agreed to move to Finance for approval.

5. Mr. Feltes presented a proposal for the rental of B&G Staff uniforms to the Committee. The rental package includes 11 uniforms (button down shirts and black slacks) per individual at a total cost of $613.22 per week. The total annual cost would be approximately $30,661.00. This pricing includes cleaning and replacement of damaged shirts/pants. Ms. Turza inquired as to how many staff members would be included and the present procedure for uniforms. Mrs. Cinto informed the committee that presently there are approximately 95.5 staff members. Last year each new staff member received 5 shirts and 5 pants/shorts and returning staff received 2 shirts and 2 pants/shorts. The Committee agreed to move to Finance for approval. Ms. Peryea, who was attending the meeting, asked if there could be a comparison to what has been the procedure/pricing in the past vs the present proposal. This information will be included in the proposal when it is presented to Finance.

The next Buildings and Grounds meeting date for August 6, 2014 at 4:00 p.m., McKnight Service Center, 417 Fifth Street, Aurora, IL 60505.

Why wasn't this info brought to the meeting for comparison.

Because all of this missing information, time now spent to research this will be lost again.

Does anyone see a pattern here? Why is this an ongoing problem and shouldn't the district expect more than this from the B & G dept.

Amazingly the vehicle purchase proposal was passed for Finance to approve.

Feltes does not have a clue but the board is to blame. They allowed Dick Leonard to sit in the interview committee and hire his best friend. Whether it is Popp or Roberts they could not discipline him because of Leonard.

His meeting are a example of what everyone puts up with everyday in B&G. Leonard is totally corrupt and the district is paying the price.

is people who work hard at their jobs and are unhappy need new managers (at several levels) NOT to find a new job.
Anyone would be disgruntled if their jobs were threatened on a regular basis and you try to to a good job with less than adequate management oversight for what is required to get things done. And I am just an outsider looking in and can see the problems.
I wish Dr. Popp would just stop trying to revise and improve until he truly knows what he already has to work with, again, at many levels he has people in place who are excellent at what they do and others who are fooling him on the short term as to what they would like him to believe they are capable.

Lets recap why we complaining

Feltes has told us we will be fired and a cleaning service brought in. hull, Peryea and Strand promised that would never happen. They also encouraged us to bring corruption to them and did nothing. In fact Hull has given are names to Feltes. Today Feltes can do what he wants, Last month Youngrens got $75,000 in no bid work. They parcel it per school so it stays under the bid level. Recently Hulls friend Stokes who it not a landscaper got the landscaping business at The Fred Rodgers Magnet school.

Does this blog think paying this fool $120,000 a year is ok. They voted on the promotion in the middle of the year. His best friend was on the interview committee twice.

The board is so corrupt and yet all the workers get blamed. The new administration is all for blaming the little guy while Popp hires his friends and pays the what they want.

The proclamation that 131 would be a better place to work was a bunch of lies. Hull and Strand have been moving applications forward of teachers who have been subs in the district that do not qualify to teach in other districts, much less 131. Many bad teachers are subs because they can't get hired. The good part about subs is building have a chance to evaluate them. Many of these subs have the same recommendations by many buildings leaders they are simply not good teachers.

it is not the boards responsibility to tell the district who to hire. We have seen this disaster with Marty Feltes and now they have their hands into teachers.

We know the board reads this and we will leave you with this thought. A bad teacher will influence the children's education for the future. Hiring these teachers is playing with the futures of thousands. Please get out of the way and let us do our jobs.

Dr Popp started off by taking advice from Glozabach. She is a major problem. She has cost the districts millions and many good people got railroaded because of her. The last mistakes with the business office alone are her fault for not checking references and allowing Clark to work with no background check.

Feltes is another story but that one is on the board. Popp could not fire him if he wanted to.

Dr Popp lost my support when he wanted to purchase a luxury building for admin only. If the board goes along with this they need to be replaced in the next election. They all know it's going on and everyone wonders why they are allowing it.

How many times did we catch legislators with their hands in the teacher's pension fund? In this economy there are no jobs and billionaire corporations raid each state of millions in perks and then flee to places like Switzerland While the grunts get fired, and basic protections get flayed.

Another big Feltes screw up

Against the advice of the Construction managers Feltes allowed non union workers on the job cite at the AGB Kindergarden Center. Workers walked off the job and the lawyer had to go in and settle it. The district will pay $50,000 plus to finish flooring work. What is he and Popp thinking.

Just because you are able to push around district labor does not mean the world will give into you.

Marty Feltes is getting by with stealing the district blind.

In the last two weeks his plumber friends have made over $100,000 in no bid work at the district. The Business office pointed this out and got told to keep quite. much of this work could be done by district staff and much of it is unneeded. Youngers alone has $50,000 of no bid work.

Others that are regulars for Marty are

RJ Oneill
Arlip and Sons
and Ray Hulls buddy Syokes a new one to the pack.

Marty is lining his pockets and nobody on the board is asking questions. At least Dr Roberts has some control over but Popp is so busy kissing Leonard a** there is no control.

Why do you think they fought so hard to get on a board that pays nothing? do you really think they do it for the kids? Leonard can't even talk to the kids or shake hands with them. He looks in the air. Do you really think Leonard got on the board to help minority kids.

Popp only cares about being superintendent and the money he can make. He will never stop Feltes. Hull works at the City the same thing goes on there.

All of the administrators got credit back under Mike Popp and they are spending again. They also bury many expenses in snacks and have a personal shopper from Sodexo. These are not the meals the kids are getting. History is repeating itself.

We all know the fix was in before Jerome Roberts retired he called Scott Swaggert and asked for forgiveness. We told everyone Leonard was the fault. Leonard turned over information to the Beacon and destroyed many fine administrators reputations.

Both Hull and Johnson are to blame because they allowed him to sell his vote for Feltes. The same thing is happening with Popp. Feltes and Leonard are stealing the district blind.

When Hull used everyone for information he told us that Leonard did the same thing at the City and eventually got fired for taking a kickback on a real estate transaction.

Feltes was the only one hired under no reference checks. The board is so corrupt they all need to go. In January 2013 Hull told the Beacon he could never support Feltes because he was not qualified now he voted to promote him. See a pattern here.

The board will vote Monday on the lease for Quad County.

We will be required to pay a deposit of $30,000 down plus $36,000 per month. We will pay utilities and maintenance. Quad will be allowed to keep their offices in our building. a everyone knows we are paying their mortgage. The lease is three years. All because Hull needs to save face in the Afro American community. This coupled with the demands Jackie Gibson get administrative job. hull has also given HR twelve names of teachers to hire.

Central Office sees Mike Popp as a person who will put in three years and move onto better things. Je does not have experience with Superintendent issues so many times we are referred to the lawyers. The district has been distroyed by the board Annette Johnson excluded.

I was never a fan of Johnson's and thought she had way to much involvement but she did follow through not worried about who's toes she would st on. Dr Roberts always used her as the bad cop and that worked. With them many things got fixed. With Hull he is only in it for himself. He likes doing for his friends. In that role you can have no friends.

Ralph Padron does nothing with his information and would come to the meeting and attack Johnson. Why does he not do the same for Hull. The district today has taken ten years in steps backwards with Popp.

I have emailed our Administrative team at the HS asking four questions. I did not hear back from Principal Byrd, any of the AP's or Deans. The only person I heard back from was a Division Chair from another department and he only answered one of my questions. WTF?!? Do they take a class on how NOT to be effective leaders? Anyone remember on the last teacher's day last year, Principal Byrd was nowhere to be seen. Rumor is he got completely wasted at the KC Cougars game the night before and had to go sleep it off after his morning remarks. Real professional guys! If administration will not stop CORUPTION then it is up to the Board. Feltes has been allowed to run with a Board member Leonard all day bidding is non existent. We have given Youngrens in three months over $140,000 in no bid work with little documention. Feltes just gives the jobs to his friends. Business Office workers have gone to Popp but he has told us to mind our own business with regards to Feltes.Over 300 recent bills got shown to Popp that lacked proper authorization in regards to B&G. Answer me what are we suppose to do.? If someone FOIAs them it will look like we are not doing our jobs.

We did go to Dr Roberts in January and he put a stop to it but Popp does not. The Kindergarden bills are being misapproiated also they are getting charged to other accounts so as to look like Feltes is not over budget. The Kindergarden Center will end millions in the hole.

When the Superintendent does not handle issues answer me what are we suppose to do?

BTW Hull is forcing the district to hire Main Street Bapist friends for positions is that ok? The Urban League will be paid $36,000 a month because of Hull.
Compare that to others leases we have they are only $8,000.

If you feel Dr. Popp isn't addressing the issue get something in writing and I would guess you could do the whisleblower program the State has or contact ISBE and see if they can tell you what to do. If you have proof they have gone against policy you can contact the States Attorney or again talk to someone ISBE. On there website there is a place that you can email them and they don't tell the district.

I have tired talking to ISBE and they by law have to go through chain of command. Some of this falls into the IL School Code and it is tricky trying to find who you go to to get results. But if you don't try nothing will happen. Look at Ralph he keeps trying and he may hit a wall but if you just sit back things will stay the same.

I have contacted ISBE and they have given me answers and how to go about things. I have a mortgage payment also and don't like seeing my tax money spent unwisely and this board has been doing that for a long time without Dr. Popp.

A Dicatorship is alive and well at 131. Feltes is allowed to bully maintenance people and the reason the Youngerans bills are so large is he has told he maintenance people he does not need them and they will be replaced.. Popp is aware of this and agrees with Feltes. Popp owes his job to Leonard. One vicious circle.

Watch and see this week what the Board has their hands into.

Administrators in District 131 get many more benefits than teachers and staff do. Since Joan Glotzbach has already been mentioned here, I'll use her 2013-2014 compensation as an example:

$145,000.00 Base Salary
$ 9,529.32 Health Benefits
$ 16,596.62 Pension Benefits
$171,125.94 Total monetary compensation

In addition she receives 20 days for vacation and 15 sick days, so a total of 35 days a year paid for doing nothing. Now when you consider that she makes like $800 a day, 35 days means she is paid around $28,000 a year to not come to work.

Now when you consider the recent Beacon article where the district announced that they were hiring two positions to help our students deal with the chronic truancy problems we have in the district. Each position would be paying $21,000 a year. Joan will be getting paid $7,000 more to do nothing this year than these individuals will be getting paid to work the whole year.

It also makes a person sick when you consider the district wants to outsource the maintenance contract because the $10 an hour they are making is too much.

Central office is buzzing today apparently Annette Johnson complained that Popp, Weiler and Hull violated Open Meetings. Monday evening the Board had a discussion in private to approve additional work Feltes had already approved and the contractors were working on without approval. Rather than put it on the agenda they attempted to cover up. Now they don't want the public to come so they are having the meeting on Saturday at 9 am. Even the serial bully was not this corrupt. But it shows Feltes is not capable of doing his job.

Recently the silent hard working majority brought it to everyone's attention that Feltes, Popp ,Tyler and Childress took budgeted furniture and technology money and gave it to Feltes to spend for overruns.

It looks like Johnson finally said something. Again everyone can say its Popp job but it now shows what we are working with when he try's to lie and spend distrct money in private.

If the board had any ethics they would ask for his resignation, Weilers and Hulls

Years ago, maybe 10, a community member came to a board meeting with a massive spread sheet showing the actual wages of the admin and teachers and the increases in salary. I believe this man charted approx. 5 years. Nothing has changed. Marin, Radakovich and many were given huge increases with no improvement in the education of our students (ie no state report card improvements.) As someone mentioned before. How can School Board after School Board give salary increases with no increase in $$ per student and schools still failing and on the watch lists?

Turns out Marty Feltes, Ray Hull, Mike Popp and some of the administrators put up a entire exterior wall at the Benevides Center and did not like the looks of it so now they are changing it for $126,000.

Only problem is they attempted not to tell anyone and got caught.

You can Sh** on the maintenance people all you want Marty but we have eyes and ears.

Also if Marty has not given Youngrens enough business that maintenance people could have worked on now he is fixing other peoples buildings at district expense.Yesterday Youngrens worked at the ASC and the work done was the responsibilty of the landlord not the district. Guess who is getting the bill.

When is the public going to demand his resignation.

If Johnson believes and has proof those three violated the Open Meetings Act she can make a compliant to The Attorney Generals Office. On the website they have a form you can fill out or you can call them. They are serious about these things. A couple of years ago I made a complaint and called the office and talked to them about my complaint and it turned out it wasn't but they took the time to explain why. So Johnson if you truly believe and have proof do something about it.

Having a meeting at 9 am on a Saturday shows the board is covering up they know the residents will not come or don't know about it. Mike Radavoich is alive and well at 131. It took me over 10 minutes to find the meeting and it was not advertised in any of the spots Hanley usually puts meetings.

Everyone is really tense the word is Monday night they had executive session and approved all this. In the next days following Johnson charged them with a open meetings violation. Popp is very childish when someone questions him and he has been calling Johnson names.

We have been complaining that for sometime Feltes has been over budget and Tyler just keeps adding money to the budget for bills to go through. They are now taking Furniture bills and charging them against Elementary Ed. This was originally in the new capital accounts.
They are taking Computer invoices and charging them against Title and the tech budget. Since this is the new budget things are getting buried. This is how Feltes works. When staff in the business office showed the over300 invoices that did not have proper authorization Popp told us to mind our own business.
These are all screw ups of Feltes.
We know you read this Annette and many staff members who never liked you are now saying Thank God see stayed on the Board.

We hope you nail Popp Saturday at 9 am. All of us are commenting that we never seen the meeting at such a usual time.

This project is managed by Feltes when the Magnet School was built David Finley managed that project. It came in under budget and all work was completed ahead of schedule. Fast forward to the this project it is over budget, not on time, in fact workers will still be working on major construction when kids are there.

Feltes was never a manger he ran a one man business. He also worked with the local trades and has many friends who also own small businesses now he is spreading the wealth.

Roberts was asked by the community to video meetings that never happened but really to have a meeting on a Saturday when they just had a meeting this week very strange. Sounds like Feltes really screwed up and Popp is covering up.

Being no fan of Johnson's I must say she was the only one who cared about the districts money today and many angry residents.

A couple of observations

Popp said nothing and appeared clueless. Feltes said nothing. For $120,000 plus does Feltes not know how to answer a question. Does Popp not know how to answer a question for $220,000. Why was the lawyer answering all the questions?

The lawyer is a idiot he would say one thing and then say the opposite.

Feltes is on the take with Cordigan and Clark and everyone could see he was covering up. All of Cordigans jobs ended up like this but nobody ever questioned them.

The wall that needed fixing and added so much to the project was stated it would be a maintenance nightmare. They stated the wall would rust like the library and police station are. Both building got built by Cordigan. My question to district officals is why did they not hold Cordigan accountable?
Cordigan should have never recommended all the materials they are now throwing away.

Now the soil was not good. Is that something a Architech should not have checked.

Leonard had a melt down about Johnson after the meeting. Everyone could see he was angry that Johnson questioned the costs. Nobody gets that angry unless they are afraid of being exposed. Johnson never addressed Feltes. Why is Leonard so upset?

Hull stated they made a honest mistake. Really another $472,000

At least one of our School Board members was not at the meeting yesterday morning, because she was giving her time to help with the Community Back-to-School Fair at First Presbyterian Church. I saw Lu Peryea helping to direct the hundreds of people waiting in line for school supplies, checkups, and immunizations. There may have been other School Board members there as well; I just happened to recognize Ms. Peryea.

My take is the entire board needs to go they are clueless and never watch the taxpayers money. Popp never said anything and should have put this on the agenda. They should not be having private meeting.

Feltes screwed up again and nobody questions him. It seems Johnson is getting even and the rest of the board can't wait to vote yes on anything administration puts in front of them.

The lawyer did all the talking which lead the audience to believe they are covering up. If Feltes runs the department he should be able to stand up and answer a question. This is his style everyone does his job. He is stealing the district blind

Reading today's article shows the district is not holding the Architech accountable if they missed soil samples you wonder how safe the building is?

They also stated they are concerned the screws will rust. then why did then if the police station is rusting is it not on the same road as the Kindergarden Center.

Feltes is being paid lots of money to make sure the building is correct. Why is this just coming up now.

Missing your budget by almost $500,000 is a big deal. Peryea should worry less about traffic control and more about the money in the district. The event she attended I am sure had many volunteers. Her first should be the school board. a maybe she could have attended both if she would have insisted they talked about this on Monday.

Why are we paying a lawyer to do the talking for Popp. I am sure it is double time on Saturday.

The reason there are so many problems at the Benevides Kinder Center is Feltes. He is to busy working with contractor friends and relatives giving them work.

Feltes awarded a no bid contract to Arlip and Sons. They are billing us ten of thousands of dollars doing PM work on heating units.

In the summer we had qualified, certified heating people paid by the district to service the units Each crew had a certified heating man and three summer helpers doing this work in the past. Much cheaper. It was learned Feltess nephew works for Arlip. So perhaps Leonard's break down was related to Johnson getting to close to breaking up their cabal. .

Again this was given to Popp.

Jackie Gibson....is our new Assistant Principal at Simmons. What a disgrace that the job was given to someone based on color and friendship. The facts are that there were many qualified candidates for the position, but they were looked over and NOT by everyone at the committee table. In fact, there were several individuals that were part of the committee that had expressed who they believed the position should go to, but there were several excuses as to why Jackie Gibson was qualified for the job. She did not have the majority vote for the position, and anyone that says otherwise is very dishonest.

We apologize to the families who had to wait in long line at yesterday's registration. We’re glad so many families are excited about the start of school and we are disappointed we were not able to move people through the process more quickly. We know it was frustrating for many people and we know we have to serve these families better.
In the short term, we have shifted some staff around for today and Wednesday to hopefully make the lines move more quickly. Because the paperwork for so many families was processed on Monday, we are not expecting lines to be as long these next two days. Our staff will continue to do their best to help families in the most efficient and comprehensive way possible.
These registration days were set up in a central location as a response to families who had students at more than one school. Many of those families had to wait in lines at multiple schools. In response to the request of parents, we opened up these three days dedicated to registering as many students as possible. Last year, we divided registration into new and returning students but found that families came on either day, so we opened it up to all families on all three days this year.
We will again re-evaluate the process. Long term, we want to give more parents the opportunity to register online.
We are grateful to the parents who waited in long lines and we are committed to continuing to improve our processes for registering more than 14,000 students.

The reason everyone in the entire District had to resister in one location with three lines was Reyes Childress. Her and Popp had been made aware lines circled around the building outside. They made a decision not to allow parents in the building because Dr Popp was afraid of quote mob action. Everyone knew bring 15,000 people together would not work. She should be fired and would have been in Indian Prairie. They also did not have enough help and he was told by many building administrators this would not work.

Why are people willing to put up with being treated like sheep?

Here's what I would have done: After waiting in line for half an hour or so, I would have gone home. I then would have called both the central office and my school's office, telling them that I was unable to register today because of whatever reason (child needed to use the bathroom, doctor's instructions to avoid prolonged heat, no access to drinking water, could only take 2 hours off work, etc...all legitimate reasons, not excuses). I would ask politely how to complete my registration online, or would they prefer that I stop by my child's school to register? If I didn't get an answer (and in this district that is a possibility) I would simply show up with my child on the first day of school. Legally my child cannot be denied a public school education- and if many parents who had trouble this week just showed up with their kids to register them the first day it would send a big, loud message to the administration that we parents are not going to stand for being treated like sheep!

The whole issue of hours-long waiting in the heat, no water, bathrooms, etc. could be easily solved by letting parents register their kids online.

On the districts's Facebook site, dozens of parents have commented that other districts have online registration...why not our district? Yet I don't see Dr. Popp or any other administrator even mentioning it as an option.

It almost looks like D131 administration would rather wait for someone to sue the district because they collapsed in the heat than join the 21st century and do the right thing.

Dr Popp was well aware families and children sat in line for hours without water or bathrooms.

He gave administration word that allowing the parents to come in the building could create mob action. He only came to work at 131 so he could say he was Superintendent. Dr Popp has no respect for our community in fact he wants to move the service center right out of this community off the tollway.

Working in Central Office is interesting these days. Childress changed the procedures and many expressed concern. They spend money on credit cards and entertainment like water. Recently cabinet retreat was help at Arrowhead Country Club. When Childress changed direction it was explained it would save the district money. We would not have to pay District staff to cover buildings for registration.

The truth is the system we have will do online registration. Childress has had three years to make it work yet more excuses.

If the Board had balls they would fire Childress and admit to the public they picked the wrong Superintendent .

I don't think West Aurora is perfect, just that they are doing some things better than us. The article & picture about D131 families standing outside waiting for hours was on the front page of today's Beacon. West's superintendant is doing a listening tour, while ours can't be bothered to even answer the simple question "why can't we register online?"

As far as lawsuits go, I don't think they have more than us, and the lawsuits the past 2-3 years have mostly been as a result of their pedophile band director.

Dr. Popp stated there was a Special Board Meeting scheduled for Saturday, August 9, 2014 at 9:00
am to discuss work for the Benavides Kindergarten Center that was outside of the original scope.
Mr. Binkley stated that there will be a representative from Cordogan, Clark and Associates present
at Saturday’s meeting.
Capital Repairs/Maintenance has several projects that are in the completion stage. The roofing will
require a white latex compound to be installed 3 weeks after roof completion. Mr. Feltes stated
that this type of work was performed last year after school started.
High School Improvements project: Punch list work is completed. The product used to level the old
pool will be removed this week, with a test bore next week and new rubber flooring will be installed
prior to school opening.Mr. Binkley stated he was not familiar with District Capacity Study. Mr. Hull stated it is an ongoing
project with a study of potential properties for the district.
Roof repairs have been completed.
2. Mr. Feltes presented a Resolution for Sale of Personal Property for unusable computers/monitors,
misc. cleaning equipment and misc. window A/C units to the committee. Mr. Hull inquired as to
which fund the proceeds would go back into. Ms. Tyler stated that for 2014-15 the funds would be
credited to the Operations Fund. The Committee agreed to move to Finance for a3. Mr. Feltes presented the Paper Bid to the Committee. He stated there were four (4) bidders that
responded. Mr. Feltes recommended that the bid be awarded to the lowest bidder, Midland Paper
in the amount of $222,274.80. Ms. Peryea stated that Ms. Strand asked if this year’s total was close
to last year’s bid. Mrs. Cinto stated that she believed it was close to last year’s bid, but would have
to look at totals. Dr. Popp requested the information from last years bid be included with the
approval for the Finance Committee. The Committee agreed to move to Finance for approval with
the requested information.

The administers did not want to be bothered with parents paying fees nor did Glozabach or Childress want to bring in staff to deal with them at the buildings. the same proposal existed last year. Roberts said no.

There is a growing feeling that Popp has no respect for the community. He was well aware people took time off for minimum wage jobs to stand in line. The truth is you can not stop a child from going to school but our parents will not threaten the district. A Principal at Bardwell was fired two years by Roberts and Aird for the same reason. They had respect for the community. Childress does not and Popp thinks the parents are all stupid.

Childress has a department at the ASC that deals with Central Registration but she has never taken the time to make it work since she fired Chuck Roberts. With Chuck we needed 6 months but Beatrice fired him and allowed Ali to fire key people on the project. Two years later it is still not running. Anyone else would have been fired. At least 10 employees work on Infinite Campus why is it not working. Is there a trend the Business program did not work also until Johnson who does not even work here stepped out of bounds and hired Chrystal Financial.

While the parents sat in long lines in the sun with no water or bathrooms. our Superintendent sat at a Country Club and ordered a private photographer for administrative portraits. Several thousands got wasted but our parents got treated like cattle.

Even in the days of the serial bully this would have not happened.

Mary Feltes again did not bring current costs for a bid he is recommending. Dr Popp had to interject that this missing information be included when forwarding this to the Finance Committee.

Previous meeting July 2
Marty did not include costs for repairs, pictures, mileage etc for his recommendation to purchase new vehicles.

Do you see a pattern here ?
What else is being spent without researching cost analysis?

Many have asked me to FOIA his purchases therefore it appears I will proceed.

Clarification:
Point I am making on Marty's BG Meetings is where are the cost comparison's as stated. Where is the "History" of these bids? Others attending these meetings should not have to request this information.

His application read $75K salary. Did HR verify that or do you just take his word?
Business closed January 2013 and now his salary is 120K + benefits.

Why did business close?

$ 45,000.00 increase in 1.5 yrs from self employed to Taxpayers footing the bill at EA.

His job performance speaks loudly for all the problems and administrative leadership is obviously lacking.

And this is just the beginning.

Very interested in HR background requirements/verification of employees.

The B&G meeting are the least of the districts problems with him. Look at the Arlip &Sons work and Youngrens. They are be given work summer crews did in the past for a tenth of the cost. They claim extra work at are allowed to fix things without approval. Add up the bills a quarter of a million that nobody is approving them but Feltes. Popp has been told and he claims Feltes is doing a great job. In fact he says we should go away. The outside help goes unsupervised and is allowed to bill what they want while he writes us up.

Feltes is building a case against us while his friends and relatives are getting rich.

Centralized registration moving to new East Aurora Welcome Center starting Aug. 18

The new East Aurora Welcome Center will open Monday, Aug. 18, at 254 E. Indian Trail.
The Welcome Center will be a place where families of students who are new to East Aurora School District 131 can register their children for school. Change of address forms will also be processed for returning students who have moved within the East Aurora School District.
Previously, these centralized registration tasks were handled at the Administrative Service Center.
Families of returning students who have not moved, but still need to register, pay fees, or pick up IDs and schedules, should contact their school to complete the registration process. The Welcome Center will only process registration for students who are new to the District.
Students who have been promoted from an elementary school to a middle school, or middle school to high school, are considered returning students.
The Welcome Center will be open from 9 a.m. to 3 p.m. Monday through Thursday throughout the school year. The Welcome Center is directly east of the Benavides Kindergarten Center and west of the Senor Taco restaurant.
The Welcome Center will include areas where parents can fill out registration forms. There will be an area for small children to play or watch a movie while parents are filling out forms.

Feltes was a one man operation and never managed anyone but himself nor did he have experience with union bargaining. That is why he is having so many problems and violating everyone's rights. A interesting comparison would had been to review the job description Glotzbach kept modifying to give him the job.

In his last weeks Roberts told maintenance staff he was sorry and the Feltes appointment made him feel dirty. He went on to state it was the one appointment that will stand out in his thirty five year career. So one wonders what was the board covering up on Feltes.

Today I guess we can see why. He needs to get rid of all of us so he can steal more. There will be nobody left to report on his contracts . You should see how many lives he is affecting.

This lastest fiasco lies at the foot of Reyes Childress who since 2012 called the secretaries inept and took registration away from the buildings. Parents had no confusion back then, nor did lines wrap around the block.
How much is this going to cost while she practices yet another spin. She needs to be fired. Coming up with a Welcome Center is a joke. The parents of 131 are not Welcome. It seems they got their names in the paper, had many complaints so now another knee jerk reaction.

It was a comment published on 9/18/13 about mr. hull indicating more minorities will be recruited in the future, because its important to understand the environment and how to relate to our students. What happened to that? At the new staff luncheon no minorites were there. Also based on the minority student body our district should have a certain minority faculty, personnel and administration.
Maybe a big rally like they do for immigration reforms will fix that. Maybe some of us do not want to accept it but it's reality. 90percent hispanic in our schools.

In recent years, the district has consistently been increasing the number of white teachers while at the same time, the number of black teachers has been steadily declining. In 2001 the district was 70% white teachers and 6.5% black teachers (well below the state average of 10.6% black teachers). In 2012 (the last year the state report cards showed teacher demographics) the district was comprised of 75.5% white teachers and only 4% black teachers. In addition, the district has steadily increased the number of female teachers as compared to male. In 2000 the district was comprised of 24.8% male teachers, in 2012 it was about 20%. It fairly obvious where the District 131 HR department run by Joan Glotzbach has been heading in recent years.

Unfortunately, one of these trends are not unique to District 131. The reduction of male teachers has been a nationwide trend. In 1970 more than 35% of teachers in this nation were male, currently it stands at about 15%. It’s a combination of not hiring male teachers and a concerted effort to remove as many males as possible. The vast majority of teachers terminated in this country are male. It is just one more way that the powers that be are trying to erode salaries and collective bargaining. Simply put, males fight harder for increased wages and stronger unions. Females work for less money and accept more crap from those in authority, the perfect employee from an administrators perspective.

I personally do not care what race a person is. Most of the teachers I know are hardworking, moral individuals that do their very best for our children day after day. My only issue is with the few that are openly racist and that the district does nothing about them. They make comments in teacher meetings about how the kids of District 131 are unable to learn. They openly state that they dumb down their curriculum for these types of students. They believe they are all thugs and gangbangers that are headed for prison. It is very difficult to listen to this crap knowing full well the potential our students have. We also see those silent teachers who are close friends with such individuals which is also very disturbing. I do agree that it is good for our children to see positive role models within their ethnicity (both teachers and others) but the most important factor in these kids lives is simply having teachers who believe in them and push them to become all they can be.

Teachers go to districts that have good working conditions. That is not 131. Minority teachers are in shortage so they go to better districts.

Gibson was a patronage hire she is related to Hull and from his church. That is why she was hired. What about Hispanic admins we lost Rojas and Martinez. I did not see anyone complain about that. Oh that rights Reyes can't fight for her own race. She allows Glotzbach to walk all over us.

Instead they let Administration take control of how it was set up when there not the one's doing the paper work etc. How about consider this for next year and maybe we won't have the same problems?

Dear Mr. Hanley

Pursuant to the Illinois Freedom of Information act, 5 ILCS140/1, the undersigned hereby requests copies of the following documents:

1 Copies of all expenses and invoices pertaining to the recent retreat at the Arrowhead Golf Club. Include authorization, approval of all extras, photographer, etc.

2 Copy of Nicor invoices for acct# 20-27-69-000 6 located at the East Aurora High School for April thru August 2014. Also include authorization policy for payment.

3 Reference EA FOIA response dated July 8 2014, specifically employee compensation, the agreements received did not indicate if the contractual agreement was salary or included all other benefits (insurance, bonuses, pension contribution etc). Need this itemized by year for those employees mentioned during that time period mentioned. Glotzbach, Childress, Feltes, Ali, and Bement-Withrow.

4 Reference “Incentive” (Bonus) payouts to Joan Glotzbach (Human Resource Mgr), need documents authorizing HR Mgr to qualify for this “Bonus”. Is it in her contract or a vote was taken authorizing this. If so, need minutes of that meeting.

5 Application of Jackie Gibson as Asst Principal.

6 Purchase order and invoice for replacing heat exchange at Allen School recently .





I understand that the Act permits a public body to charge a reasonable copying fee not to exceed the actual cost of reproduction and not including the costs of any search or review of the records. I am asking that any fees be waived per 5ILCS140/6(c).

The bonus situation at 131 was for Curiculum only. it was a incentive for increased test scores. as someone who works hard in the tech department it always angered me that our department was told we did not help in increased test scores that year. Gloztbach had no business getting the money she just helped herself to it because her department processed the bonus.

It shows her ethics she has none. why was she not fired for all the major mistakes. Many of us know she made Dr Aird take the fall for not following up policies. Then there was the the finger print issue Any of us would have been fired.

In a meeting today West Aurora's cooling center concept got brought up. Popp joked EA kids know heat we don't need that bring out the fans. It had a racist over-tone if in the room. Everyone feels Popp hates the situation he is in but it is a title that holds weight in education. The people he surrounds himself with look like him and act like him. That is why Glotzbach runs the district.

Where do you get your information. I worked registration and saw Truckenbrod helping for hours, each day. I didn't see our building administrators there doing any work or helping tables and families!

Thruckenbrod only came to registration after Administration heard it has a complete failure. He came and took notes and I don't recall him helping out. He was very vocal about how poorly the district was run. many took that as a slap against Reyes Childress. everyone knows he will replace her. She is on her way out.

The department chairs and building:administration did not have to work registration. I was taken away from them. Reyes Childress should go but Thruckbrod is as bad as she is.

Word is she is finger pointing at the tech department. Look for Ali to leave shortly. Patrick Sheilds is Reyes Childress new boy.

The Board needs to get rid of Ray Hull. He is a embarrassment children attended Red & Black today . I could not believe him talking about the first time you fell in love or the first time you did it. Did it really !!! that is sexual harassment. To hear a school board president say that in public.

What does that have yo do with education.
